Efficiency Improvement in the Formulation and Coordination of Area Development Plans in Phukamyao District, Phayao Province

Abstract

The objectives of this study were 1) to study the operational conditions in the preparation and coordination of the area development plan of Phu Kam Yao District, Phayao Province, 2) to analyze the problems and obstacles, and 3) to propose guidelines to Improve the efficiency of preparing and coordinating area development plans. It is qualitative research with data collected from semi-structured interviews from eight key informants together with the information of the 5-year district development plan (2023-2027), laws and related research.

The findings indicated that 1) the operating conditions in the preparation and coordination of the area development plan of Phu Kam Yao District, Phayao Province is not in accordance with the regulations in terms of information and time for the preparation and coordination of plans, 2) The identified problems and obstacles were: personnel issues, legal and time constraints, procedural challenges in plan formulation and coordination, and data issues. and 3) the guidelines for improving efficiency were: there should be clarification and understanding among all relevant personnel and appointing an integrated district management committee to cover the area should be taken into consideration. In terms of the process of preparing and coordinating the area development plan, there should be an integration in the preparation and coordination of the plan and there should be encouragement to support the public to participate in the preparation and coordination of the area development plan. In terms of regulations, laws, and time constraints for the preparation and coordination of plans, the planning calendar should be adjusted to align with relevant agencies. Regulations and rules should be regularly updated Technology should be utilized in the planning process, and mechanisms should be implemented to monitor and evaluate both the preparation of plans and their implementation.
