Integration of Spatial Context and Behavioral Economics for Designing Crop Residue Burning Reduction Measures: A Case Study of Mae Chaem District, Chiang Mai Province

This research aims to examine the resource constraints and context of agricultural areas in Mae Chaem District, Chiang Mai Province by analyzing behaviors and determinants influencing the decision to burn crop residues of farmers and evaluate the suitability of economic measures for reducing open burning across diverse spatial contexts. Collected data from 362 farmers using purposive sampling then analyzed by descriptive statistics and a binary logistic regression model. The results show that most agricultural areas were slopes exceeding 20 percent, which is a primary constraint for utilizing machinery in crop residue management. Hence, burning remains the primary method for land preparation. The logistic regression model results show that level of education, farming experience, costs, and the price of feed corn notably reduce the likelihood of burning. While agricultural areas and land slope increase the probability of burning at the statistical level significantly. The key motivations to reduce burning include health impacts and soil degradation. Regarding economic measures, the promotion of crop diversification and agroforestry systems was found to be highly suitable, whereas taxation and direct legal enforcement measures are considered less suitable. However, policy design should consider spatial differences and structural constraints faced by farmers. A combination of policy measures is recommended to ensure practical implementation and long-term sustainability.
