A STUDY OF STUDENT COUNCIL OPERATIONS BASED ON THE QUALITY CYCLE IN SECONDARY SCHOOLS UNDER THE NAKHON RATCHASIMA SECONDARY EDUCATIONAL SERVICE AREA OFFICE FROM THE PERSPECTIVES OF SCHOOL DIRECTORS AND HEADS OF STUDENT COUNCIL AFFAIRS

Abstract
The purposes of this research were: (1) to study the level of student council operations based on the Quality Cycle (PDCA) in secondary schools under the Secondary Educational Service Area Office Nakhon Ratchasima from the Perspectives of School Directors and Heads of Student Council Affairs; and (2) to compare the student council operations based on the Quality Cycle in secondary schools under the Secondary Educational Service Area Office Nakhon Ratchasima from the Perspectives of School Directors and Heads of Student Council Affairs, classified by school size and school group. The sample consisted of 50 schools, including (1) 22 small and medium sized schools and (2) 28 large and extra-large schools. The study utilized a census study, whereby data were obtained from all members of the population. The research instrument was
a questionnaire with a five-level rating scale comprising 20 items. The Index of Item-Objective Congruence (IOC) was 1.00, the item discrimination indices ranged from 0.52 to 0.87, and the overall reliability coefficient was 0.94. Data were analyzed using mean, percentage, standard deviation, independent samples t-test, and one-way analysis of variance (One-way ANOVA).
Results indicated that:
1) The overall level of student council operations based on the Quality Cycle in secondary schools under the Secondary Educational Service Area Office Nakhon Ratchasima from the Perspectives of School Directors and Heads of Student Council Affairs was at a high level. When considered by aspect, the highest mean score was found in
the Plan aspect, followed by the Act (improvement) aspect, the Do aspect, and the lowest mean score was found in the Check aspect.
2) The comparison of student council operations based on the Quality Cycle, classified by school size, showed that the overall operations differed significantly at the .05 level. When analyzed by aspect, significant differences were found in three aspects: Plan, Do, and Act, while no significant difference was found in the Check aspect. When classified by school group, the results indicated that the overall operations differed significantly at the .05 level.
