การทบทวนวรรณกรรมอย่างเป็นระบบและการพัฒนากรอบแนวคิด: การบูรณาการความรอบรู้ด้านสุขภาวะทางการเงินที่ดีในยุคดิจิทัล

บทคัดย่อ

สุขภาวะทางการเงินที่ดี (Financial Well‑being: FWB) เป็นตัวชี้วัดสำคัญของความมั่นคงทางเศรษฐกิจและคุณภาพชีวิต โดยปัจจุบันนี้หนี้ครัวเรือนของประเทศไทยได้เพิ่มสูงขึ้นถึงร้อยละ 85–90 ของ GDP อีกทั้งการขยายตัวของเทคโนโลยีการเงินดิจิทัลยังเป็นการเพิ่มความเสี่ยงในการตัดสินใจ บทความนี้จึงมีวัตถุประสงค์เพื่อสังเคราะห์ปัจจัยที่กำหนด FWB และพัฒนากรอบแนวคิดแบบบูรณาการที่เชื่อมโยงสมรรถนะทางการเงิน จิตวิทยาทางการเงิน พฤติกรรมทางการเงินเข้าด้วยกัน และบริบทเชิงโครงสร้างและกรอบนโยบาย งานวิจัยนี้ใช้วิธีการทบทวนวรรณกรรมอย่างเป็นระบบ (Systematic Literature Review: SLR) จากบทความวิจัยเชิงประจักษ์ 20 บทความ ที่ตีพิมพ์ระหว่างปี ค.ศ. 2020–2025 ในฐานข้อมูลมาตรฐาน โดยใช้การสังเคราะห์เชิงธีม (Thematic Synthesis) เพื่อวิเคราะห์รูปแบบความสัมพันธ์ของตัวแปร ผลจากการวิจัยพบว่าปัจจัยกำหนดสุขภาวะทางการเงินที่ดีจำแนกได้เป็น 4 ธีม หลัก ได้แก่ 1) สมรรถนะทางการเงิน 2) จิตวิทยาทางการเงิน 3) พฤติกรรมทางการเงิน และ 4) บริบทเชิงโครงสร้างและกรอบนโยบาย ข้อค้นพบสำคัญชี้ว่าพฤติกรรมทางการเงินเชิงบวกและการควบคุมตนเองทำหน้าที่เป็นตัวกลางสำคัญที่เปลี่ยนความรอบรู้ทางการเงินไปสู่ผลลัพธ์สุขภาวะทางการเงินที่ดีทั้งในมิติอัตวิสัยและภววิสัย กรอบแนวคิดแบบบูรณาการที่พัฒนาขึ้นสอดคล้องกับแนวทางสากลของ G20/OECD โดยการยกระดับสุขภาวะทางการเงินของคนไทยนั้นไม่สามารถพึ่งพาเพียงการให้ความรู้เพียงอย่างเดียวแต่จำเป็นต้องเน้นการปรับเปลี่ยนพฤติกรรมร่วมกับการปฏิรูปเชิงโครงสร้างและการคุ้มครองผู้บริโภคดิจิทัล กรอบแนวคิดนี้เป็นฐานสำคัญสำหรับการออกแบบนโยบายสาธารณะเพื่อแก้ปัญหาความเปราะบางทางการเงินอย่างยั่งยืน
