The Role of Local Government Organizations in Solving the Stray Dog Problem: A Case Study of Phlai Chumphon Subdistrict Municipality, Mueang Phitsanulok District, Phitsanulok Province

Abstract

This study aims to examine the role of Phlaichumphon Subdistrict Municipality in addressing the issue of stray dogs, including the challenges and obstacles encountered, as well as the potential solutions. The research focuses on a case study within Phlaichumphon Subdistrict Municipality, Mueang Phitsanulok District, Phitsanulok Province. The study utilizes data from both documents and in-depth interviews with key informants, selected through purposive sampling. The sample group consists of seven municipal executives and officials, five community leaders, and five local residents, totaling 17 participants. The primary research instrument employed is an interview, and the collected data are analyzed using content analysis and presented in a descriptive manner.

           The findings reveal that Phlaichumphon Subdistrict Municipality plays a role in addressing the issue of stray dogs in three key areas. In the social aspect, measures have been implemented to install streetlights in areas with a high population of stray dogs and to establish shelters to prevent these animals from causing disturbances to the public. In terms of environmental management, the municipality conducts regular cleaning activities in public spaces, such as street sweeping and road washing. Regarding public health, the municipality collaborates with the Department of Livestock Development to administer vaccinations and sterilization programs to control the stray dog population and prevent the spread of diseases.

Nevertheless, several challenges and obstacles remain, including insufficient budget allocation for addressing the issue, a shortage of veterinary specialists, and limited communication channels between the public and the municipality, which are not yet sufficiently comprehensive or diverse. To enhance the effectiveness of stray dog management, Phlaichumphon Subdistrict Municipality should increase budget allocation to support intervention measures, expand the workforce of veterinary professionals to meet operational needs, and develop more accessible and diverse communication channels to facilitate public reporting and assistance requests.
