การพัฒนาเทศบาลตำบลรูสะมิแลสู่การเป็นท้องถิ่นอัจฉริยะ: ปัญหา อุปสรรค และแนวทางเสริมสร้างการบริหารจัดการท้องถิ่นดิจิทัล

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาและอุปสรรคในการดำเนินงานของเทศบาลตำบล รูสะมิแล จังหวัดปัตตานี ในการพัฒนาไปสู่การเป็น “ท้องถิ่นอัจฉริยะ” (Smart Local Governance) และ (2) เสนอแนวทางเชิงกลยุทธ์เพื่อเสริมสร้างศักยภาพการบริหารจัดการท้องถิ่นดิจิทัลให้เกิดประสิทธิภาพและความยั่งยืน การวิจัยนี้ใช้ระเบียบวิธีแบบผสมผสาน (Mixed Methods Research) โดยเก็บข้อมูลจากกลุ่มตัวอย่างสองกลุ่ม ได้แก่ (1) บุคลากรของเทศบาลตำบลรูสะมิแล จำนวน 13 คน ซึ่งคัดเลือกแบบเฉพาะเจาะจง และ (2) ประชาชนในพื้นที่ จำนวน 450 คน ซึ่งสุ่มแบบหลายขั้นตอน (Multi-stage Sampling) เก็บข้อมูลระหว่างเดือนมกราคมถึงมีนาคม พ.ศ. 2568 เครื่องมือที่ใช้ประกอบด้วยแบบสัมภาษณ์และแบบสอบถาม ผลการวิจัยพบว่า ปัญหาและอุปสรรคหลักของเทศบาลตำบลรูสะมิแล ได้แก่ การเข้าถึงบริการดิจิทัลของประชาชนที่ยังอยู่ในระดับปานกลาง การสื่อสารผ่านแพลตฟอร์มดิจิทัลยังจำกัดอยู่เพียงบางช่องทาง เช่น เว็บไซต์หรือเฟซบุ๊ก และขาดความหลากหลายของบริการออนไลน์ ประชาชนส่วนใหญ่ยังขาดความรู้และทักษะด้านดิจิทัล ส่วนแนวทางการพัฒนาพบว่า เทศบาลควรเน้นการออกแบบบริการดิจิทัลที่เป็นมิตรต่อผู้ใช้ การประชาสัมพันธ์และอบรมทักษะดิจิทัลให้ครอบคลุมทุกกลุ่มประชาชน ตลอดจนเสริมสร้างศักยภาพบุคลากรภายในให้มีสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสาร เพื่อให้เทศบาลสามารถขับเคลื่อนไปสู่ “ท้องถิ่นอัจฉริยะ” ได้อย่างยั่งยืน
