Systematic Literature Review Application in Public Administration Research in Thailand

The objectives of this paper were: (1) To study the concept of systematic literature review (SLR) as a research methodology; (2) To study the application of the SLR in Thailand; (3) To study the possibility of applying the SLR in public administration (PA) in Thailand. This study was conducted by reviewing and synthesizing documents from various data sources. It was founded that the SLR is a unique research methodology which is different from those ordinary or traditionally literature reviews as conducted in general. The SLR is document research. It is conducted by using the result of the research projects previously conducted on a certain topic and in a certain field of study during a certain period of time as research data to be analyzed and synthesized according to the various specific steps as prescribed in the SLR procedures. In Thailand, it was mostly applied in the field of health sciences followed by education and management and administration fields. Hence, it is a good opportunity to consider extending its application to the PA field since the SLR could be useful in several ways including identifying past and present situations and predicting future scenarios. The possibility of applying the SLR to the PA in Thailand is very high especially in the area of development administration (DA). Since a lot number of researches have been conducting by various government agencies each year to be used as a basis for decision making in all steps of the DA ranging from planning, implementation, follow-up and monitoring and finally evaluation and report of the DA results. Therefore, applying the SLR in PA could help enhancing the efficiency and effectiveness of the DA in Thailand.
