Public Administration’s Cybernetic Governance Paradigm in Digital Era

There are broad debates among scholars regarding public administration’s paradigm both at the national and the international level. The paradigm is for categorizing and to demonstrate an evolution of knowledge in public administration discipline. Nicholas Henry is the first scholar who introduces Thomas Kuhn’s paradigm shift in categorizing paradigm in public administration. Afterwards, Bidhya Bowornwatana has adopted Henry’s to categorize public administration paradigm in Thailand. Supachai Yawaprapas, by employing categorizing the different paradigm according to social change and ontological dimension, has criticized both. Norma Riccuci has subsequently advanced a more complicated paradigm after ontological, epistemological and methodological dimensions. These paradigms, still, cannot answer a question on why public administration body of knowledge has been changed back and forth without a decisively shift like Kuhn’s suggestion. This article will reinvestigate Max Weber’s bureaucracy which follows a new translation by Tony Waters and Dagmar Waters, in which both have suggested to include specific German vocabulary such as Gemeinschaft and Gesellschaft, to capture the better understanding on Weber’s suggestion on how the dialectic of both concepts could generate both bureaucracy and capitalism. This article will suggest that the genuine paradigm shift has just happened twice, amidst the new paradigm shift are we hereafter to stay.
