Abstract

Upgrading the efficiency of government administration to become a digital government is the integration between organizations and relevant agencies based on the concept of intelligent working in the delivery of citizen-centric public services. Driving change requires the integration of real-time data into government operations; bringing technology, tools, and electronic devices to support the operating system structure, work process, big data management, and expert in-depth analysis are required. It is to enhance the public service of the public sector to meet the needs of citizens living a life in the midst of the changing dynamics of the economy, society, technology, and epidemic. The government still maintains a balance between the safety of life, property, personal information of citizens. and facilitating equality for all stakeholders. Therefore, to drive the transformation towards digital government and digital governance requires consideration of rights, freedoms, privacy, and data security are of utmost importance. On the other hand, the development of digital governments towards digital governance also faces problems in the theoretical knowledge of economics and data science; especially the limitations in the management and use of Big Data. Recommendations on practical guidelines for the achievement of public service delivery to all service recipients. Governments need to create truly democratic regimes and should enable citizens to participate in the design of public service needs on digital platforms.
