Abstract

The book "Fluke: Chance, Chaos, and Why Everything We Do Matters" by Brian Klaas presents deep thinking and interpretation about coincidence (Fluke) in major historical events and decision-making in public administration. He analyzes significant events such as the extinction of dinosaurs from an asteroid 65 million years ago and the decision not to drop the atomic bomb on Kyoto, Japan during World War II - events that demonstrate how coincidence can dramatically change the fate of humanity. Klaas points out that every action has significance in complexly interconnected systems, while encouraging state leaders and administrators to accept uncertainty and embrace flexibility in planning to cope with unexpected events.
