Empowering Public University Bodies for the Detection and Prevention of Academic Misconduct

Abstract

This article is a qualitative research. Data were collected by interviewing 20 key informants in this research, divided into 4 groups of 5 people each: 1) experts in the investigation of research and academic crime trading, 2) lawyers, 3) public administration scholars and 4) Executives of Public Universities. The objectives were to study the causes of research and academic work trading, preventive methods and solutions for research and academic work trading, and seek guidelines for establishing a special organization to manage the problem of research and academic work trading in state universities.

The research results found that the causes of research and academic work trading are: 1) conflict between goals and methods to achieve goals; 2) consideration of value for money rather than harm. For methods of prevention and problem solving, there should be training on facts, emphasizing knowledge of the impact of academic work trading, publicizing through the country's official media, emphasizing knowledge of the law, punishments, and impacts of academic work trading, based on the theory of public administration that emphasizes efficient and fair public administration, with a strict inspection and transparency system, and establishing a special organization to manage the problem of research and academic work trading in state universities by 1) establishing policies and work frameworks; 2) creating a special organization with expertise in inspection and implementation. The organization should have certification of independence and safety from external interference; 3) establishing a comprehensive and effective inspection system for inspection, using modern technology and tools to inspect and collect evidence, and taking appropriate legal action and punishment for offenders.
