Guidelines for Collaborative Development to Solve Economic Problem of the Public-Private Joint Committee, Phayao Province

Abstract

This research article endeavors to investigate the involvement and structure of the Public-Private Joint Committee, Phayao Province across various phases of the Phayao Provincial Economic Policy, and proposes recommendations for enhancing cooperative efforts within the framework of Phayao Province. Employing a qualitative research approach, data were gathered from pertinent documents, supplemented by semi-structured interviews as the primary data collection method.

          The research findings reveal that the private sector significantly influences the policy agenda, driving issues onto the radar of the Public-Private Joint Committee, Phayao Province, which subsequently assume responsibility for decision-making and establishing problem-solving frameworks. Collaboration ensues as relevant government agencies deliberate on and select among various options, facilitating the implementation of guidelines. Meanwhile, monitoring and evaluation will involve the private sector setting the agenda, enabling relevant agencies to report progress or operational outcomes in accordance with subsequent guidelines. Regarding the forms of cooperation within the Provincial Administrative Organization, various collaborative models are observed at each policy stage. However, from a structural perspective, it represents a form of coordination and cooperation utilizing the framework of the Public-Private Joint Committee as a mechanism for addressing economic challenges. Enhancing cooperation between the public and private sectors necessitates bolstering both formal and informal relationships, thereby positively influencing the implementation of the province's economic policy. This involves assuming the leadership role in fostering cooperation, guiding all stakeholders to recognize the significance of collaboration, and serving as a mediator in negotiations to reach common resolutions within the Public-Private Joint Committee, Phayao Province.
