The Response of Indonesia to the Humanitarian Crisis in Southeast Asia Region: Case Study of Rohingya 2009-2019

Although the majority of ASEAN member states considers the humanitarian crisis in the Rakhine state as Myanmar’s internal affairs, Indonesia has a slightly different perception and approach to the conflict to that of its neighbours. Based on constructivism, this study provides an understanding of the effects of Indonesia perception and political behavior. From two key factors: political ideology and internal actors, under two governments, Susilo Bambang Yudhoyono (second term) from 2009 to 2014, and Joko Widodo (first term) from 2014 to 2019. It is argued that the factors that shape identity politics of Indonesia have significantly influenced the country’s attitude and foreign policy in the conduct of international relations with Myanmar and other countries.
