Digital Government Platform under the concept of Smart City Promotion of Local Government Organization in Chiang Rai Province

Abstract

This academic article is prepared for study the Digital Government Platform of the Digital Government Development Agency and the concept of promoting smart cities. with the objective 1) To study information on the Digital Government Platform under the operation of Digital Government Development Agency (Public Organization) or DGA 2) To suggest guidelines for using the digital local system Digital Government Platform with local government organizations in Chiang Rai Province. to enter the digital society According to the 20-year national strategy, National Economic and Social Development Plan No. 13, and according to Thailand's digital government development plan 2023 - 2027, local government organizations have begun to adapt to working with the digital system according to various orders. The government sector has proposed additional operational guidelines for the local system. by introducing operational guidelines using information systems for providing public services (Local Service) of local government organizations and providing public services through electronic systems (e-Service) so that citizens can conveniently access services and information of local government organizations.

The author studied and found that The Department of Local Administration does not clearly specify the system that local government organizations must use in any form. This gives local government organizations the freedom to choose to use a variety of platforms. And it is an important factor that makes the Digital Government Platform not receive the attention of local government organizations in Chiang Rai Province. As the Digital Government Development Agency invites local government organizations across the country to use the system. suggestions for guidelines for using the Digital Government Platform with local government organizations in Chiang Rai Province are as follows: 1) Personnel of local government organizations should have basic digital skills. 2) In terms of budget, local government organizations should plan and estimate expenditures on the Digital Government Platform in an amount appropriate to the size of the agency. 3) Local government organizations should study regulations and laws related to the use of digital systems in Providing public services 4) Local government organization administrators should study information on both advantages and disadvantages in order to make decisions about using the system. 5) Local government organizations should have public relations guidelines for the public. To allow people to participate in receiving services.
