กระบวนทัศน์รัฐประศาสนศาสตร์ธรรมาภิบาลไซเบอร์เนติกยุคดิจิทัล

ข้อถกเถียงในเรื่องกระบวนทัศน์รัฐประศาสนศาสตร์เป็นไปอย่างกว้างขวางในแวดวงวิชาการทั้งในระดับประเทศและในระดับนานาชาติ ทั้งนี้เพื่อประโยชน์ในการแบ่งกลุ่มองค์ความรู้และแสดงวิวัฒนาการของตัวแบบต่าง ๆ ในสาขารัฐประศาสนศาสตร์ต้นแบบกระบวนทัศน์อย่างที่พบในข้อเสนอของนิโคลัส เฮนรี และ ภายหลังพิทยา บวรวัฒนาได้นำมาพัฒนาต่อเพื่อกำหนดกระบวนทัศน์องค์ความรู้รัฐประศาสนศาสตร์ในประเทศ ไทยซึ่งทั้งคู่ล้วนนำมาจากแนวคิดเรื่องกระบวนทัศน์ของโทมัส คูห์น พื้นฐานตัวแบบกระบวนทัศน์เหล่านี้ถูกวิพากษ์จากศุภชัย ยาวะประภาษ โดยอาศัยการแบ่งกระบวนทัศน ที่ต่างออกไปตามกรอบปรัชญาทั้งในมิติด้านการเปลี่ยนแปลงทางสังคมและมิติด้านภววิทยา นักวิชาการในยุคหลังอย่างนอร์มา ริคคุชี่ได้นำเสนอการจัดแบ่ง กระบวนทัศน์จากมุมมองผ่านทั้งมิติด้านภววิทยา ญาณวิทยา และวิธีวิทยา อย่างไรก็ตามการจัดแบ่งกระบวนทัศน์เหล่านี้ยังไม่ตอบโจทย์ว่าทำไมลักษณะการกำหนดตัวแบบในสาขารัฐประศาสนศาสตร์ จึงมีลักษณะย้อนกลับไป กลับมา แทนที่จะมีลักษณะเปลี่ยนกระบวนทัศน์องค์ความรู้อย่างสิ้นเชิงอย่างที่คูห์นได้นำเสนอ บทความนี้จะนำเสนอย้อนกลับไปยังที่มาของตัวบทรัฐกิจของมักซ์ เวเบอร์ ที่ถูกถ่ายทอดใหม่จากตัวบทภาษาเยอรมันโดยโทนี่ วอ เตอร์ส และแด็กมาร์วอเตอร์ส โดยพวกเขาเสนอให้คงศัพท์เยอรมันที่สำคัญเพื่อทำความเข้าใจวิภาษวิธีของการกำหนดระบบรัฐกิจสมัยใหม่และระบบทุนนิยมขึ้นมา อาทิ เกไมนชาฟท์ (Gemeinschaft) และเกเซลชาฟท์ (Gesellschaft) เป็นต้น บทความนี้จะชี้ให้เห็นว่าการเปลี่ยนผ่านกระบวนทัศน์ที่แท้จริงเกิดขึ้นเพียงสองครั้งเท่านั้น และเรากำลังอยู่ในระหว่างการเปลี่ยนผ่านไปสู่กระบวนทัศน์ครั้งใหม่
