Abstract

This research study aims to investigate the factors contributing to The Burn-out of the New Generation recruited government officers in Thailand, with the goal of informing development and solutions to address this issue, specifically in the context of Chiang Mai province. The analysis focuses on factors leading The Burn-out of the New Generation Officers at both the district (25 districts) and provincial levels. The study utilizes qualitative research methods, drawing on In-depth data collected from documents and interviews with personnel. The sample comprises 18 individuals from three groups: newly recruited officers stationed in Chiang Mai province, those who have changed or relocated jobs, and those who have resigned without securing new employment. The collected data was analyzed with content analysis.

The study found The Burn-out of the New Generation Officers is influenced by several factors, categorized into two main groups and one overarching structure. Internal factors include salary, compensation, and stress, while external factors include organizational environment, colleagues, workload, and lack of organizational support, including management style and structure. These factors affect job burnout across three dimensions: physical, psychological, and behavioral, stimulating burnout and leading to decision-making. Comparing work at district and provincial levels, burnout occurs faster at the provincial level due to differences in structure, work practices, compensation, and environmental conditions. To retain newly recruited officers, it's recommended to promote comprehensive development, foster motivation through modernizing public service practices (new public management), encourage continuous organizational involvement, and develop capacity development, leading to stronger organizations capable of efficiently serving the public.
