Guidelines for developing transformational leadership of school administrators in the Prasat District Network under the Office of Surin Primary Educational Service Area 3

Abstract

Transformational leadership is a pivotal factor in driving educational quality and responding to the imperatives of 21st-century educational reform. This research primarily aimed to: 1) examine the levels of transformational leadership among school administrators, and 2) identify development guidelines for transformational leadership for school administrators within the Prasat District Network, under the Office of Surin Primary Educational Service Area 3. A mixed-methods research design was employed. The research sample consisted of 269 educational personnel from the Prasat District Network, selected through stratified random sampling. The quantitative data collection instrument was a 5-point Likert scale questionnaire. Quantitative analysis was conducted using descriptive statistics, including frequency distribution, percentage, mean, and standard deviation. Furthermore, qualitative insights were integrated through semi-structured interviews with five subject matter experts, with the data subsequently synthesized using content analysis. The research findings revealed that: 1) the overall level of transformational leadership among school administrators in the Prasat District Network was high (x̄ = 4.08, S.D. = 0.57); and 2) the development guidelines for transformational leadership comprised four key dimensions with a total of 30 practical strategies, categorized into: (1) Idealized Influence (6 strategies), (2) Inspirational Motivation (7 strategies), (3) Intellectual Stimulation (11 strategies), and (4) Individualized Consideration (6 strategies). These findings provide concrete insights for parent organizations and school administrators to recognize their professional strengths and areas for improvement. The 30 proposed guidelines serve as a robust framework for designing personnel development plans or leadership training curricula, thereby strengthening school administration and fostering sustainable student learning outcomes.
